At the Leuven Beguinage on 22 September, I talked about comparing the performance of public administration in Europe for the delegates of the European Public Administration Network (EUPAN). EUPAN is the informal network of Directors General responsible for Public Administrations in EU member States and European Commission. In Leuven, the Innovative Public Services Group and the Human Resouces Management Working Group met to prepare the meeting at DG level.
